Operational Coordination Officer
The Swedish Civil Contingencies Agency is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crises, heightened readiness, and war.

Your Responsibilities and Tasks
As an Operational Coordination Officer, you will play an active role, in collaboration with other functions within the agency, to identify when there is a need to convene actors in the preparedness system and lead joint collaboration among actors to achieve coordination and direction during operational management. A task that may become relevant is to regularly act as a functional leader in the agency's operational staff. This means, among other things, that you are the unit's first contact in collaboration with other functions and that you are responsible for following up on the work with operational management.
To achieve effective collaboration among actors in society at the national level, it is important to build trust and confidence. You are expected to be able to take responsibility for and lead meetings where the unit collaborates with various actors within civil defense. This may involve providing relevant actors the opportunity to share situational awareness with each other, find common solutions, and create agreements regarding operational management during events. All to prevent or mitigate the consequences of societal disruptions.
You should be confident in representing an organization in external contexts and contribute to bringing actors together and actively leading and creating directions for joint handling. You need to have an understanding of current developments, understand the perspectives of other actors, and be able to step forward to manage situations when needed. Parts of your working time will also be spent on tasks of both administrative, developmental, and supportive nature. You will work closely with colleagues in collaboration where you can take on different roles depending on the situation and event. This means that you will be able to function as a leader, cohesive force, and contributor to various tasks within the group.
You are responsible for monitoring the development of events within one or more areas of observation but must also have the ability to shift focus at short notice. Therefore, you need to quickly and systematically be able to take on new areas while being able to work focused on monitoring a specific event development or theme for a period of time.
As an officer in the unit for Collaboration, you are a generalist but need to have good knowledge and understanding of the public sector, particularly the Swedish preparedness system. Duty in readiness is included in the employment.
Your Qualifications and Competencies
We are looking for someone who has:
- A relevant academic degree or other education that the employer assesses as equivalent.
- Several years of experience working in public operations.
- Experience and familiarity with coordinating various actors and leading forums and meetings.
- Very good knowledge of Swedish and a strong ability to communicate, both orally and in writing.
- Knowledge of the goals and directions for total defense, particularly civil defense.
- Experience and a good ability to handle tight deadlines and to adapt management based on the external situation.
It is advantageous if you have:
- Several years of experience working in an authority within the preparedness system.
- Experience in operational management between actors.
- Experience in leadership positions, such as leading projects or working groups.
- A broad network within Swedish preparedness.

It is important that you are unpretentious, enjoy switching between strategic issues as well as more operational tasks, and that you are comfortable in both leading and contributing roles.
About the Employment
We offer you a fixed-term employment until February 2027, with the possibility of extension.
Your place of work will be Stockholm, and travel may occur in the position.
The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to war positions.
About Us
The unit's task is to convene, lead, and direct joint collaboration among actors – both nationally and internationally – during peacetime crises and heightened readiness. The aim is to achieve coordination and direction in operational management. The unit represents the agency during such occasions and contributes to a joint handling that can steer priorities of critical societal functions. The unit maintains and drives several forums for operational collaboration at the national and international level. The unit is also responsible for the concept of collaboration personnel, aimed at strengthening collaboration with other actors in the preparedness system by sending and receiving personnel to and from other authorities and organizations.
